Sheffield Wednesday Confronts a 'Significant Problem', Declares Football Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's persistent issues constitute a "significant problem" and the football regulator is seeking powers to investigate clubs in comparable cases, the recently named head David Kogan has stated.

In a wide-ranging interview, Kogan, who was recently selected, showed understanding towards Wednesday's fanbase.

Kogan met with four supporters' associations representing the Championship side this week.

The football club have been struggling on and off the field in this season, with the club missing wage payments on several different times, including in the autumn.

"Obviously the club has become a major concern for the league and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the iconic names for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and addressed."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year led to sanctions by the English Football League (EFL) in summer, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

The regulator explained: "The position was created for the supporters of Wednesday, Bury or any football club where fans are dedicated to a local institution that has been part of their lives in numerous instances.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for causes separate from the followers."

When asked if the oversight body could require an owner to sell a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an particular organization, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"But the truth is, when you review the record of the game, over the past few decades there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately refuse to accept accountability for the coming years."

Wednesday followers have been protesting against the team's chairman during the current campaign

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished could disappear swiftly," the chairman stated.

"And that's what nobody wants in the terms of English football is a major achievement - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the prosperity and expansion as an economic entity of the elite league.

"As someone who appreciates the concern of undermining the top flight as an elite competition of the nation. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Ideological Links

The chairman continues to confront a "thorough examination" by the official appointments authority after he disclosed making donations to the opposition group in the past.

The official provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any form of political activity."
